Afghan/Iraq states failing & Marine backdoor draft

As TIME asks: Do you want to understand the strange realities of Iraq's escalating civil war? (notice they didn't even bother to use a BushCo nicey-nice word when describing the situation in Iraq? They call it what it is: civil war) we learn that Bush has authorized the Marine Corps to initially recall 2500 troops (and there is no cap in place on the number that can be recalled) to active duty because there are not enough volunteers returning for duty in Afghanistan and Iraq. Hmm, maybe this article in the NYT's about the crumbling state of Afghanistan is contributing to the need for these troops?
